Pumping action will bring fluid to the top of the lid. Works great for paper, towels, wipes, Q-tips etc. One common thing with these, that makes people mad is when they pump them like crazy and not getting any fluid up. The problem is that the internal ball operated dual check valve does not keep up with rapid pumping. Just ease up with the pumping and surprisingly it will start to work.
