Good old 78xx series positive voltage regulator. Everyone knows these and these are used everywhere. Typically you'll see these installed into PCB's where various voltages with small currents are required. If these loaded with less than 1A current, then in many cases they do not even require a heatsink.

In layman terms a regulator accepts varying voltage input and outputs stable (regulated) voltage output disregarding of the load. Regulator is a simple and easy way to enlarge your device input voltage range, protect your device from over voltage and make sure that the voltage fluctuation is not going to cause adverse effects to your device (does not apply to extremely sensitive circuits alone and adequate regulation might require some extra action in addition).
