Heater element intended to be used inside an electrical cabinet, which can be used to keep the enclosure temperature on a plus side when the weather is cold. Another use for cabinet heater is to combat moisture condensation. When the temperature inside drops bellow the air dew point, it will start to condensing into cool surfaces, which will create problems if it decides to start soaking up electronics. Heater's construction acts as a chimney, ie it will make warm air move upwards and that will create air flow moving around inside the electrical cabinet. As an endresult heated air will mix inside the cabinet and spread around more evenly, without the need of separate fan. Heater can be used with continuous power supply due to the internal PTC resistor will limit the heating power. The higher the temperature, the more the resistor will limit the heating. Therefore heating power will set at the heater's typical operating temperature. If you happen to need more precise means of adjusting, then you can always operate it on and off with a thermostat or a hydrostat (air humidity sensor).
